Stop-work orders in Kisan/ Bethlehem

Violation: delivering Halt of construction military orders for houses and a facilitie.

Location: Kisan/ Bethlehem governorate.

Date: July 25 -2018.

Perpetrators: The Israeli occupation civil administration.

Victims: Families of Hassan Yusif Ebeyat, Mahmoud Hassan Ebeyat (built on land belong to Mohammad Ebeyat) and Ibrahim Warad.

Description:

A vehicle from the occupation's civil administration broke into Kisan village and delivered military orders to stop working and construction on 2 houses and an agricultural barracks for villagers in the town on the pretext of unauthorized buildings.

In August 13 2018, 9:00 in the morning, the session of subcommittee will be held to discuss demolishing the subjected constructions, Owners of the constructions are taking legal measures hoping to protect their homes.

Amin Ghazal, member of Kisan rural council told LRC observer:

"Israeli occupation forces brake into the town frequently and search houses, Illegal settlers carry out shoveling in the village's lands attempting to take over them, they obstruct Palestinian farmers from working in their lands and take advantage of it"

Noteworthy, Ibrahim Warad is constructing a barracks to use in poultry husbandry as a source of income for the family, Ibrahim’s wife told LRC observer:

“We attempt to improve our economical condition, we live in the extended family home, it is our right to have a private home for us, but the occupation won’t let us. We used all our money to build this barracks that’s why we look for legal assistance”.

Kisan, east Bethlehem is recently under numerous assaults carried by the Occupation forces and illegal settlers, one of the settlers built a factory on the village's entrance and burn industrial waste every morning which pollute air and harass villagers.

About Kisan[1]:

18  kilometer south Bethlehem, Kisan is surrounded by Tuqu'  (north), Dead sea (east), and Sa'ir (west), 'Arab ar Rashayida , Al-Buweib and Sa'ir (south).

 Kisan has a total population of (560) people, (2017) census, and has an area of (133,278)  of which (88,7)  dunums are a built-up area of the village. 

The Israeli occupation confiscated (2201) dunums of the lands of the village for three colonies. The first one is "Maale Amos" which was built in 1981 and confiscated 320  dunums of the village lands. It is inhabited by 299 colonists. The second is "Mizpe Shalem" which was built in 1971 and devoured 396 dunums. It is inhabited by 193 colonists. The third is "Mizpe Shalem B" which was built in 1980 part of it are built on Kisan's on 58 dunums of Kisan's land. "Abe Yenhal" outpost confiscated 166 dunums. Furthermore , Bypass 90 took over 1000 dunums.

  According to Oslo Accords, 11% of Kisan is a natural reserved area, 40% of the villages lands are under area B. However, most of the village lands (49%) is under Area C (Israel maintains full security and administrative control). Here are the area in dunums:

  • Natural reserved area (240480) dunums.
  • Area B (88.5) dunums
  • Area C (108.455) dunums
