For the Fourth Time: The Occupation Ravages Agricultural Land and Demolishes a Nursery in Kifl Hares/ North Salfit

Violation Type: Demolition of an agricultural nursery and leveling of agricultural land.

Location: Kifl Hares Village, Salfit Governorate.

Date of Violation: April 19, 2026.

Perpetrating Authority: The so-called Israeli Civil Administration.

Affected Party: Farmer Ehab Osama Hamdi Al-Khafash.

Details:

 For the fourth consecutive time since the beginning of 2025, the Israeli occupation targeted a nursery dedicated to producing and selling natural flowers

 At 9:00 AM on Sunday, April 19, 2026, the Israeli army, accompanied by a civilian bulldozer, stormed the town to destroy the nursery, which is located on one dunum of land near the "505" bypass road.

The occupation destroyed the entire infrastructure, razed the ground, smashed contents, and leveled an adjacent half-dunam plot of agricultural land.

Damages and Impact: The nursery belongs to Ehab Al-Khafash, who supports a family of six, including four children and three females.

 The specific damages include:

  • Leveled sand flooring covering 1.7 dunams.
  • 70 linear meters of metal fencing.
  • 9 decorative umbrellas/shades.
  • 12 wooden stands and tables.
  • 300 square meters of turf/grass.

History of Targeted Attacks:

 This is the fourth time this specific nursery has been targeted by the Israeli Civil Administration's building inspector using the same methods.

Previous demolitions occurred on:

  • January 17, 2025 (forced partial demolition).
  • June 24, 2025.
  • September 29, 2025.
  • April 19, 2026 (the current incident).

The Pretext and Victim's Testimony: The occupation claims the nursery lacks a permit and is located in "Area C" (according to the Oslo Accords) adjacent to bypass road 505, noting that a "stop-work" order was issued in 2022.

The Farmer stated: "I was surprised again by the raid. This time, they deliberately used the bulldozer's teeth to destroy the entrance and dig up the ground before fiercely destroying the interior. I have lost my only source of income for my family".

Environmental Impact: The destruction extends beyond economic loss to serious environmental consequences, including:

  1. Loss of a large number of ready-to-plant seedlings (fruit trees, ornamental plants, vegetables).
  2. Decline in local biodiversity and weakening the environment's ability to regenerate naturally.
  3. About Kifl Hares: Located 4km north of Salfit, it has a population of 3,248 and a total area of 9,254 dunams.
  4. The village is named after the tomb of Prophet Dhul-Kifl.
  5. The "Ariel" settlement has seized 278 dunams of its land, and the "Trans-Samaria" highway occupies about 2.77km of its territory.

Legal Feedback:

The demolition of Palestinian homes and structures by the occupation authorities is part of their violations of international and humanitarian law, and the violation of the right to adequate housing for Palestinian citizens guaranteed by international law and international treaties presented by the following articles:

Geneva fourth convention of 1948:

  • Article 33, Individual responsibility, collective penalties, pillage and reprisals. “No protected person may be punished for any offense he or she has not personally committed. Collective penalties and likewise all measures of intimidation or of terrorism are prohibited. Pillage is prohibited.
  • Article 53 prohibits the destruction of property, as this article states the following: “The occupying power is prohibited from destroying any private, fixed or movable property related to individuals or groups, the state or public authorities, or social or cooperative organizations, unless the war operations inevitably require this destruction.
  • Article 147, taking of hostages and extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly.
  • Article 17, dated December 10, 1948 states that “No one shall be arbitrarily deprived of his property”.
