Violation: confiscation for opening and rehabilitating a colonial road.

Description:

Monday 10th of June 2019, the Israeli occupation forces served military orders  to village council heads in Deir Al-Hatab and Azmout , the military orders inform the confiscation of lands for opening and paving a road for “security” according to the military orders.

One of the orders was entitled ( confiscation order on lands number 19/4/ T) which targets 3.97 dunums in natural blocks 6,2,10 of ‘Azmout and 2,4,5,8 of Deir Al-Hatab.

The other order was entitled ( confiscation order on lands number 09/19/T) which targets 4.999 dunums in both villages , in Deir Al-Hatab natural block 8 , and 10 in ‘Azmout , the confiscation will be valid until 31/12/2020.

Mr Abdul Karim Hssain , Deir Al-Hatab village council had told LRC reporter:

“Monday, we received two military orders on two locations through the Palestinian Liaison Office , the orders were assigned by the Israeli occupation army commander in West Bank  , for the purpose of opening and rehabilitating roads for setters. The targeted road was opened by “Alon Moreh” settlers 20 years ago, now settlers want to rehabilitate and expand the road which goes through Deir Al-Hatab and ‘Azmout villages , that means confiscating more lands in Deir Al-Hatab and Azmout and on both road sides.

Deir Al-Hatab has about 777 dunums of lands threatened of confiscation , of which 300 dunums are olive groves , its owners can only access them after coordination with the Israeli Liaison office.

‘Azmout village council head Murad Amer told LRC reporter:

“expanding and paving the road will mean confiscating 640 dunums north east the village , of which 400 dunums are planted with olives , and the rest of the area’s owners were denied accessing it since the construction if the settlement in 1980.”

Amer asserted that the land owners objected on the military orders through Colonization and Wall Resistance commission.

Deir al Hatab – an Overview:[1]

Deir al Hatab is located 5.5 km to the east of Nablus city; it is total area is 10875 dunums including 318 dunums of built-up area. Deir Al-Hatab is surrounded by Talouza , Azmout, Salim and Beit Dajan.

The village's population has reached 2838 people (according to PBS statistics of 2017).

Alon Moreh settlement confiscated 389 dunums of Deir Al-Hatab lands , and bypass 555 confiscated 226 dunums of the village lands .

Deir Al-Hatab is surrounded by several ruins and historical sites.

Azmout- an overview:[2]

3 km north east Nablus , ‘Azmout is surrounded by Al-Bathan (north) , ‘Azzira Al-Shamaliya and Nablus city (west), Deir Al-Hatab and Al-Aqrabaniya  (Alon Moreh settlement) (east) Deir Al-Hatab and Salim (south).

Azmout has a total population of (3440) people until 2017.

The village has a total area of 9,834 people, of which 368 dunums are a built up area.

Oslo accords divided the village lands as the following:

  • B area : (4,747) dunums.
  • C area : (5,087) dunums.

Land Research Center sees that grabbing and confiscating Palestinian lands is a flagrant violation of all international conventions and agreements that are related to natural resources:

Article 1 of the International convent on Civil and Political rights: part 2. All peoples may, for their own ends, freely dispose of their natural wealth and resources without prejudice to any obligations arising out of international economic co-operation, based upon the principle of mutual benefit, and international law. In no case may a people be deprived of its own means of subsistence.

  Article 17, of the Universal Declaration of Human Rights.
(1) Everyone has the right to own property alone as well as in association with others.
(2) No one shall be arbitrarily deprived of his property.
