Violation: Evacuation orders for land plots under the pretext of being “state property.”
Location: Shuqba village, located north of the city of Ramallah.
Date of Violation: 19/01/2025
Perpetrating Party: The so-called Israeli Civil Administration.
Affected Party: A number of farmers from the village – listed in the attached table.

Description:

On the morning of Sunday, January 19, 2025, a representative known as the “State Property Inspector” from the Israeli Civil Administration under the occupation authority stormed the village of Shuqba, located north of Ramallah. The occupation targeted the western part of the village by issuing a number of eviction notices. These included orders to evacuate and restore the land to its previous state within no more than 45 days from the date of the notice, under the claim of encroachment on “state land,” as described by the Israeli authorities.

It is worth noting that the Israeli occupation has been actively targeting this area, which has recently witnessed a significant agricultural revival through land reclamation and replanting. This comes after years in which the occupation imposed heavy restrictions that hindered investment and development in the area.

"The following table shows details about the targeted lands according to the records of the village council:"

In his statement, farmer Wael Thabet informed the LRC researcher as follows:

"Several months ago, I rehabilitated a piece of land that belongs to me, which I inherited from my ancestors. The land is located no more than 400 meters from the village homes. The primary goal was to create a space for the family and also to protect my land in light of the widespread attacks by settlers, which have become more intense. What happened with these notices was unexpected, as it effectively destroys any hopes of utilizing large areas of our land. This land is essentially the only place we could turn to, especially with the ongoing demolitions that have restricted the village's land."

It is worth noting that the village of Shuqba is constantly subjected to assaults by the Israeli occupation, which has issued demolition notices for dozens of homes in the village. In addition, the occupation has destroyed agricultural rooms, leveled vast areas of land, and imposed many facts on the ground as part of efforts to take control of large areas of the village's land.

Shuqba Village [1]:

Shuqba village is located 34 km to the northwest of Ramallah. It is bordered to the north by Abud, to the west by Al Qubeiba and the Green Line, to the east by Deir Abu Mash'al, and to the south by Shabtin. The population of the village was 5,459 people as of 2017.

The total area of the village is 13,495 dunums, of which 979 dunums are designated for the construction area of the village of Jalma.

The occupation has confiscated 613 dunums of the village's land for the following purposes:

  1. Bypass Roads: The occupation has taken 335 dunums for Road No. 446.
  2. The Apartheid Wall: The existing apartheid wall has seized 278 dunums, while 1,390 dunums have been isolated. The wall stretches for 2,780 meters.

Land Classification According to the Oslo Accords for the Village:

  • Area classified as B: 1,208 dunums.
  • Area classified as C: 12,287 dunums.
